I have a friend who wants to have his inventions developed, and he needs a venture capitalist to help him by writing to you to ask about this.

Search for Venture Capitalist.

And read up on business plans before you try to publish an idea. You want a clearly written business plan outlining why the investor should invest in your product. Why your product is better than the competition, the size of the market, expected revenue/profit, expected expenses, and when you are planning on paying the investor back. Generally an experienced venture capitalist is looking for a ~30% return starting within the first year.
